Environmental Noise Measurements

As Noise Quality Laboratory;  with our trained and experienced expert staff, Environmental Noise Measurement & Evaluation, Environmental Vibration Measurement & Evaluation, Industry, Highway and Railway Noise Measurement & Modeling within the scope of TÜRKAK, within the scope of TÜRKAK noise propagation modeling and noise propagation modeling from inside the building to the outside of the building are carried out.

Noise and vibration measurement, modeling and reporting by our laboratory expert personnel; Environmental Noise Level Assessment Report, Environmental Vibration Level Assessment Report, Acoustic Report required by companies within the scope of Environmental Permit, which is required during the license acquisition phase and/or for Live Music Permit (Live Music License) upon complaint, during the planning phase or for the evaluation of the current situation. and Railway Acoustic Report and Building Interior Acoustic Report in order to determine the effectiveness of building materials.

For Entertainment Places (Live Music License)

Live music permission certificate (Live Music License), which all Wedding Halls, Cafes, Bars and Casinos operating live music are obliged to obtain in accordance with the Regulation on the Evaluation and Management of Environmental Noise, which was updated by the Ministry of Environment and Urbanization on 18.11.2015, and only Environmental Noise Level It is a document that can be obtained with the Evaluation Report. After the Environmental Noise Measurements are carried out in the enterprise with our expert staff, within 10 days Environmental Noise Level Assessment Report is submitted to the enterprise.

According to the regulation, live music is considered as a type of music made with real instruments and/or voices, or using a tape or electronically amplified sound source.

For entertainment venues (wedding hall, cafe, bar, casino, etc.) T.C. It is obligatory to meet the following conditions specified in the Environmental Noise Evaluation and Management Regulation published by the Ministry of Environment and Urbanization Article 24. Environmental Noise Evaluation and Management Regulation_cc781905-bdbdbdfbdbdbd5c3 24 as follows:

(1) The principles regarding the prevention of environmental noise originating from entertainment venues that broadcast music are as follows:

b) The environmental noise originating from the entertainment place(s) adjacent to the affected building cannot exceed the background noise level value in the affected building in terms of Leq noise indicator.

c) Environmental noise originating from the affected building and the entertainment place not adjacent to it cannot exceed the background noise level in terms of Leq noise indicator by more than 5 dBA and 7 dBC.

ç) The total environmental noise level transmitted from more than one entertainment place to noise sensitive uses cannot exceed the background noise level in terms of Leq noise indicator by more than 7-10 dBA and 9-12 dBC. Based on this range, the total environmental noise level is determined by the Provincial Environment Board Decision, taking into account factors such as the number of people affected in the area exposed to noise, the distance between the noise source and the noise-sensitive uses. If the limit value given in this paragraph is exceeded, each enterprise contributing to the background noise level is equally responsible for exceeding the limit value. Each enterprise and facility takes the necessary measures according to their contribution rates to noise.

d) It is forbidden to broadcast live music between 24:00 and 07:00 in open and semi-open entertainment venues operating in areas with very sensitive and sensitive uses. If deemed necessary depending on the characteristics of the region, the time periods during which live music will be broadcast can be rearranged with the Decision of the Provincial Local Environment Committee. During other hours, it continues its activities in a way that provides the limit values specified in subparagraphs (b) and/or (c) and/or (ç).

e) In case it is determined that the open and semi-open entertainment venues operating in areas with very sensitive and sensitive uses do not meet the limit values specified in sub-paragraphs (b) and/or (c) and/or (ç) three times in a year, is completely closed.

f) The noise level emitted to the environment from entertainment venues operating in a physically completely closed area, continues its activities in a way that meets the limit values specified in subparagraphs (b) and/or (c) and/or (ç).

g) The level of environmental noise emitted from open and semi-open entertainment venues in areas with less sensitive and non-sensitive uses, continues its activities in a way that meets the limit values specified in subparagraphs (b) and/or (c) and/or (ç).

ğ) Entertainment venues or venues that can perform live music within the scope of this article must obtain live music permission in accordance with the provisions of the Regulation on Business and Working Licenses, which was put into effect with the Council of Ministers Decision dated 14/7/2005 and numbered 2005/9207. While this permit is granted, the appropriate opinion of the competent administration regarding the principles specified in this article is taken, if necessary, the competent administration prepares an Environmental Noise Level Assessment Report and the appropriate opinion of the competent administration regarding the report is taken as basis.

h) Whether the principles set forth in this article are met, will be checked within the framework of the Environmental Noise Level Assessment Report to be submitted within the periods to be determined by the authorized administration and/or the audits to be carried out in cooperation with the institutions and organizations authorized under other legislation under the coordination of the authorized administration. In cases where the limits specified in this article are not met, systems that keep the sound level under control can be installed indoors.

ı) In areas where there is more than one entertainment venue, if deemed necessary by the authorized administration, a system for measuring the noise level periodically or if deemed necessary, shall be established or set up in addition to the principles listed above, in order to control the environmental noise level.

i) On the outer entrance doors of indoor entertainment venues Attention: The sound level inside is harmful to human health. It is obligatory to hang warning signs.

j) Evaluation and monitoring of the level of exposure to noise, hearing health and critical health effects in entertainment venues specified in this article is done within the framework of subparagraph (a) of the first paragraph of Article 8.

k) No musical activities can be performed without the permission of live music.

 

For Workplaces and Workshops

Environmental Noise Level Evaluation Report is prepared for workplaces and workshops with noise sources (Bread ovens, workshops, businesses with ventilation etc.).

Workplace and Workshops ine T.C. (1) The criteria regarding the level of noise emitted from the enterprise, facility, workshop, workshop and workplaces to the environment are given below:

a) The noise level emitted from each business and facility to the environment cannot exceed the limit values given in Table-4 in Annex-VII.
